Since [personal profile] lazaefair was curious (and it won't all fit in a private message), here y'all go. Still needs a lot of tinkering (and I will be making use of AO3's "the military doesn't work that way" tag if I ever decide to actually write it out), plus I want to do more with Jinx and Jaye, Goody and Sam, Goody and Storm, Snake and Storm, and figure out what, if anything, more I'm doing with Goody's PTSD. But this is the rough shape of things.

Warning for rape mention. This also has spoilers for the movies, just a heads up.



World State:
- Per “Retaliation” all major world powers have spent their stores of nuclear weapons (race to restock? Minor powers making a power play? Alternative supertech?)
- Most of Southern England and is rubble
-US intel is massively compromised; US intelligence agencies are being locked out, even by traditional allies
-COBRA has gone back underground following their attempted world-wide coup; likely has the best stock of hyper-tech WMDs on the planet and numerous personnel covertly planted within the White House.

-All GI Joe facilities have been compromised - either taken and gutted or flat out destroyed; the Pit is now a smoking, slag-filled crater in the Great Sand Sea and the final resting place of many Joes
-Most Joe personnel - brass, elites, and greenshirts - were wiped out in the COBRA strikes. The Joes are desperate for warm bodies while they train new troops; retired and honorably discharged Joes are being pursued to rejoin the ranks.

-Cobra Commander is at large. Destro still imprisoned at Einsargen. The murder of “The Baroness” during the assault on The Pit was specifically ordered by Cobra Commander Zartan.
-Firefly survived the encounter with Roadblock, albeit with fresh burn scars, less one hand, and a smoldering grudge against the Joe
- A significant amount of COBRA’s funding comes from Bogue industries; CC is not happy with being beholden to another again but bides his time
-Bogue’s right-hand man, Denali Clayton, is also responsible for supplying COBRA with highly vetted contract mercs
-Dr Mindbender lives and is currently focused on bringing Project CRECHE Project Neolate to fruition

Joes:
Capt. Hinton/”Roadblock” - Survived per end of “Retaliation”. Took promotion per Duke’s last wish, currently Captain. Infantry heavy weapons, H2H, cook. One of the highest-ranking officers to survive the purge; overseeing the recovery efforts and managing the day to day. Not suited to serving from behind a desk, but giving his all for those that are left. Isolated since Duke’s death, misses his kids. Confides in Bounty Hunter somewhat, since he’s outside the chain of command.

Capt. Burnett/”Lady Jaye” - Survived and promoted to captain per end of “Retaliation”. Covert Ops, cybertactics, marksman. 4th generation military. Currently heading the effort to locate any Joes that might have survived the purge. Greatly admires Scarlett, close to (crushing on?) Jinx.

Emma Cullen/”Scarlett” - Because the first movie’s take on Scarlett sucked and there can be only one iconic redhead per franchise. Sergeant. Covert Ops, counterintelligence, marksman. Excellent eye for potential when it comes to recruits. Into martial arts and sharpshooting since childhood, but opted for law school as first choice as a career. Took a hard veer into military service when her husband died under mysterious circumstances shortly after Emma was assigned to a class action suit against Bogue Industries, and was recruited into the Joes by Gen. Hawk and Snake Eyes while on her way to do something both very bold and clever, and also lethally stupid. Survived the purge due to being in deep cover with Outlaw and Pathfinder.

Sam Chisolm/”Bounty Hunter” - Former Joe, left the unit after the murder of his family by forces unknown. Espionage and communications, specializes in “acquisitions” aka tracking down and apprehending people who very much don’t want to be found. Speaks and reads a dozen languages fluently, passable in nearly as many. Comes back as a “consultant” at Scarlett’s request; they have history with Goodnight, Gambler, Outlaw, and Tracker (re: “The Rose Creek Incident”). Extremely concerned about Goodnight’s presence in The Pit 2.0, moreso by the self-destructive SOB’s interest in Storm Shadow.

Josh Faraday/”Gambler” - Private. Specialized in demolitions, jack of all trades otherwise. KIA during the Indus Valley massacre. BFFs with Outlaw.

Jack Horne/”Tracker” - Sergeant. Specialized in extreme terrain survival/recon and hand-to-hand combat. KIA during the Indus Valley massacre.

Snake Eyes - Ninja aka specializes in martial arts, stealth, edged weaponry, small arms, and looking cooler than everyone else in the room. Partners with Jinx when Scarlett is in cover, with Scarlett otherwise (romance with Scarlett per canon?). Dog person (Timber?). Though the Hard Master's death has been avenged, he keeps to his vow of silence; it’s as integral to his being now as Storm Shadow’s anger is to his. Currently one of the few people on the planet who doesn’t want Storm Shadow dead. Open to reconciliation with his sword brother, but not holding his breath.

Kim Arashikage/”Jinx” - Most recent inductee after Pathfinder. Junior-most of the three Arashikage ninjas working with the Joes post-”Retaliation”. Holder of the Justice Blade. Stealth infiltration, dual wield swordsman, martial arts badass, still too self-conscious to be the coolest one in the room. Fullblood Arashikage, a direct descendant of the general himself, cousin to Storm Shadow. Has lived in the the shadow of Storm’s presumed treachery ever since she set out of the path of the ninja. Extremely conflicted by Storm’s presence: he was wronged by Arashikage & manipulated as a child, but, at some point, he chose to serve evil for his own ends and has been a stain on her bloodline for twenty years. Confides in Jaye, quietly admiring of Pathfinder, still unconsciously trying to get Snake Eyes’ approval.

Dashiell Fairborne/”Flint” - Sergeant. Survived per the end of “Retaliation” (unfortunately). H2H, agility, freerunner. White boy filler. Genuinely respects Roadblock and Jaye, but still half-convinced he knows how to run things better than they do. Common ground with Outlaw over how much they both wanna put a bullet in Storm Shadow’s head. (Possible romance? Does Vasquez need another jackass fuckboy?)

Bernardo Vasquez/”Outlaw” - Former merc, “consultant” outside the chain of command. Infiltration, small arms, minor “acquisitions”. Keeps a poster of Vasquez from Aliens in his locker; doesn’t care if the actress is a white lady in pancake make-up, badass Latina space-marine is still his lifetime crush. Burns calories like cellophane; always looks like he hasn’t had a full meal in weeks. Far more capable than he looks, but works best with a partner. Gambler was his closest friend among the Joes, and the Indus Valley strike has left him with a severe hate-on for COBRA and their agents.

Red Harvest North/”Pathfinder” - Ask permission re: name. Private. Civilian combatant at Rose Creek, recruited by Scarlett. Heavy ballistics, shoulder-fired missiles & rocket launchers, extreme terrain survival. Youngest and most recently inducted of the Joes. Alert, cool, confident, very dry sense of humor. Doesn’t chat unless he likes you. Doesn’t speak much.

Thomas Arashikage/”Storm Shadow” - (aka “You look like a ‘Billy.’”) Ninja aka specializes in martial arts, stealth, edged weaponry, small arms, and being the angriest mother fucker on the planet. Bastard Arashikage; his grandmother was raped, his mother had to battle and kill his grandfather in single combat to be acknowledged as Arashikage. (Storm reveres his mother’s memory. A large part of the reason he holds on to Arashikage as his birthright is sheer spite.) His world is upside down post-”Retaliation”: He’s proved his innocence and avenged his master’s death, and it’s left him with no peace. He’s still a wanted terrorist. COBRA wants him dead for his heel turn, ditto the Red Ninjas he trained (that second one stings more than he wants to admit). The revelation of his innocence does nothing to restore his standing with Arashikage; it’s one murder he didn’t commit, but there’s still a long list of crimes he doesn’t even try to deny (plus, he’s always been a less-than-comfortable presence). And he still has almost two dozen dead and maimed Joes to his name ...but he’s not in a position to be picky about safe havens, and they’re the best bet for not killing him on-sight. Hence stepping between one “Goodnight” Robicheaux and the half-dozen Red Ninjas that show up in a Texas bar. Entirely off-balance, but would die before showing it. Warily circling Snake Eyes, unsure of their standing in this new context - are they still rivals, newfound allies, or neither? And does it matter when he doesn’t plan to stay? No real patience for Jinx. Well-hidden soft spot for Nanika. Has absolutely no idea wtf Goodnight thinks he’s doing, but at least it’s interesting (dtf disasters are always interesting; could be hedonism or narcissism speaking there).

Etienne Francois Robicheaux/”Goodnight” - “Call me Goodnight, Goody, or just point.” Former Joe (left due to PTSD following Rose Creek?). Legendary sharpshooter, comms. Fairly enlightened good ol’ boy; family can trace its bloodline back beyond the Louisiana Purchase, but has been in genteel poverty for multiple generations now. The army seemed a good way out. Back with the Joes half as a consultant/trainer, half in protective custody after COBRA made an attempt on his life (thwarted by Storm Shadow). Half wants to befriend Storm, half wants to bend him over a chair, and fully aware that both are probably very bad ideas, but hey, the worst the guy can do is kill him. BFFs with Bounty Hunter, fascinated by Snake Eyes (for different reasons than with Storm, thankfully), bouncing between energized at being back in action, even to this limited extent, and melancholy about the circumstances and what he sees as his inevitable crash.

Nanika - Afro-Japanese Red Ninja trainee. Former student of Storm Shadow. Loyal to a fault, but too concerned about morality to be a particularly good ninja.

- Goodnight’s at low enough point that he decides he needs to hit a dive and get some kind of fucked up (literally, figuratively, either or both work). Half a dozen Red Ninjas attack. Half a dozen Red Ninjas go down in v. dramatic fight with Storm Shadow.
- Goody pulls a gun on Storm. Storm appears to give no fucks, but tells him he should contact the Joes before anyone realizes Goodnight’s still alive
- At Goodnight’s trailer later: Flint is sent to retrieve Goodnight and is 1000% Not OK with Storm Shadow being there. Storm points out that they can’t afford to turn away potential assets. Roadblock gives the OK to bring him in. In restraints.

- Jinx wants Storm turned over to the international courts. Flint thinks they just need to off him; he helped them once, but was working with Cobra for years, which means he has a share of the millions that died in England thanks to Project Zeus and in the Indus Valley slaughter. Not to mention the Joes he’s personally killed or maimed. Jaye (reluctantly) voices that he could be useful.
- Roadblock flat out asks Storm what the hell he thinks they owe him. Storm points out they owe him one living Joe. Aside from that, Jaye is correct, he knows more about COBRA’s tactics, plans, and potential movements than they could possibly hope to with their unit in shambles and an HQ that’s barely more than a treehouse compared to some of CC’s boltholes. They can kill him or lock him up and continue to be one step behind COBRA, or accept that this is another extreme circumstance where they need him. Unless they feel they can afford to lose more people.
- Roadblock takes a swing (note somewhere that Storm is still in restraints). Snake Eyes (entered the room unnoticed by everyone but Storm) blocks him. The outburst of temper seems to have rocked everyone back (except Storm-smirking). Roadblock gets hold of himself agrees to give Storm a trial run, provided he submits to a medical exam, confines himself to base, and stays the fuck away from any comms equipment.
- Storm to Snake: Not one word in my defense? (pretty, wronged, still an asshole)

- Goody is wandering the Pit, waiting for his own debriefing, trying to get his own head on straight and really would like to know WTF happened. Runs into Bounty Hunter, a genuinely friendly face. Sam looks like he’s been out in a swamp for a week, but he comes bearing Joes (or a Joe, anyway) - Breaker, who looks like his own ghost after months trying to stay off the radar.
- Roadblock and Jaye come to collect Goody. Goody expects the conversation to be mostly about the attack, but Roadblock is more interested in bringing Goody into the fold. He wouldn’t have to see combat; right now, anyone who can help hone the greenshirts to elite status and run comms is welcome. The offer is intriguing yet not entirely welcome, but hell, it’s not like Goodnight has anything better going.

- Roadblock is almost annoyed by the amount of intel Storm’s given them. In part because they can’t even begin to verify it until Breaker can get back to work. In part because if even a fraction of it is true, they don’t have the manpower to chase down most of the leads. And in part because it means he has to keep his word of honor to someone who probably thinks that kind of thing is a quaint suggestion. Bounty Hunter wants to talk about Goody. Roadblock really doesn’t; says he’ll make sure the guy doesn’t see actual combat. Hunter has reservations about morale - desperation isn’t a good look for a unit.

- Goodnight doesn’t actually see Storm again until the next morning, in the training area. Storm is put up against a greenshirt for evaluation; it doesn’t take a genius to note the insult. Storm puts him down hard. And the next one. And the next. And then Flint. There’s some very obvious ugly feeling brewing among the spectators, and Goody considers stepping in. Snake Eyes beats him to it, and the two spar. They seem evenly matched - fury vs focus - but it’s v. obvious that the assembled are expecting to see Snake take Storm down a peg. And then Storm drives past Snake’s guard and puts him on the ground. Everyone else is staring at Snake, but Goody notes Storm’s momentary expression of surprise before Jaye breaks up the cluster and starts pairing people off. Lots of what the hell was that? on Goody’s part.

Storm: Why the hell did you drop your guard?
Snake (signing): Two lessons. They must learn: Don’t tread the tiger’s tail.
Storm: And the other?
Snake: The tiger should curb his bite. You need these people too.
Storm: Who died and made you Master? (still an asshole)

-Goody catches up with Storm in the mess. Tries to thank him for saving his life (and apologize for the gun). Rebuffed (I didn’t do it for you). Undeterred; maybe Southern charm doesn’t exactly beguile perma-angry Korean ninjas, but at least it makes them curious enough to engage. Name games (“Let me guess: it’s ‘Billy’. You look like a ‘Billy’). Goody gets a little history on Storm and Snake, a rundown on just what happened at Fort Sumter. And Storm Shadow’s personal body-count when Storm realizes he just had almost half a conversation that didn’t actively involve keeping another person at bay. Goody’s body count is higher, civilian casualties and all. Sam heads over before questions can be asked; Storm clears out. Sam has no word on Scarlett and the others, does have concerns about Goody being in a military setting again. Also about the company he’s keeping. Goody’s big on second chances (for everyone except him). Sam points out that it’s unlikely this is a second chance for Storm rather than a temporary reprieve.

-First test comes very soon - out to Egypt to pursue a rumor of Joes that survived the assault on The Pit and have been hiding from COBRA with the help of local Bedouins. Turns out COBRA has gotten wind of those same rumors; it comes down to a fight, and Storm isn’t inclined to spare his former comrades. Three Joes accounted for - Doc, Stone, and Dusty.

-Storm gets pounced by Goodnight on return. Jinx told Goody that Storm wasn’t just with the Red Ninjas, he was the one training them. Which makes him Goody’s new best friend when it comes to whipping the greenshirts into shape. Roadblock doesn’t like the idea of giving Storm any semblance of authority. Goody is persuasive. Storm hates the idea. Suddenly, Roadblock loves the idea.

- Despite Storm’s best efforts, he and Goodnight wind up bonding. Unsubtle UST ensues. Jinx sees Storm as a corruptive influence (on Goodnight? Greenshirts? Both?) and confronts him about it (alone). Storm goads her; it comes to “sparring” with live steel - Storm’s swords vs the Justice Blade. Storm works Jinx up, taunting her about their shared bloodline, then lets her get a shot in. Winds up with half an inch of steel in his chest before Jinx checks herself. Storm just grins, asks if killing him now would be justice, or merely an excuse to erase the sins of her Clan? Snake Eyes steps in from the shadows, highly pissed at them both. Breaks it up, marches Storm to see Doc.

- Snake and Jinx. She’s not wrong about Storm. Something in him was twisted before he ever fled Arashikage. When Snake was young, it was easy to believe that was an innate failing of his rival, that the Clan was justified in condemning a child to exile and penalty of death on the word of another child; he knows now that the situation was far more complicated. Storm may not take the chance they offer, but he’s at least owed the opportunity. Jinx thinks he’s wrong, but says she won’t let Storm get under her skin again.

- Goody and Storm. Goody’s pissed. He’s seen Storm’s scars, including one that almost had him hamstrung. Knows he isn’t bullshitting about needing refuge. So what the hell is he playing at? Storm points out that Goody is the only one naive enough to think this is actually a second chance. He’s been through this before - he’s not here to be taken in, he’s here to be used. Even if he put in the effort, nothing he did would be good enough convince anyone he wasn’t just waiting to betray them. So he’s here until he isn’t. Goodnight wants to know what then? What’s his plan, apart from making sure everyone within reach bleeds? Storm doesn’t have an answer to that.

- Jinx goes to Jaye to unburden herself about the whole mess with Arashikage, Storm, Snake, and the Red Ninjas. She didn’t earn the Justice Blade - neither Snake nor Storm wished to wield it, and they handed it off to her. She’s angry about it, and feels ashamed that she can’t accept the burden of this honor more gracefully - she’s Arashikage, she should be able to take it. And Storm only makes things worse; she’s already been fighting him her whole life. And now he’s here in the flesh, and even killing him wouldn’t make that ghost go away.

- Storm, Snake, and Sam get selected to extract Scarlett and her team. Goody and Storm rut in the ammo locker beforehand; Storm heads out sans goodbye, but with Goody’s scent still on his skin. Mission goes off entirely smoothly, save for Outlaw taking a shot at Storm. Storm notices how Snake and Scarlett move around each other, feels a twinge of… longing? Jealousy? Actually missing the presence of another living being? Either way, once they’re back, he storms into the comms center, kisses Goody like he’s owed it while Breaker stares, then stalks off to be debriefed. And thus dies even the shadow of deniability; Goody doesn’t mind one bit.

Snake: *outside comms, smug as fuck*
Storm: Shut up.

- Time passes. Storm still makes no real effort to be liked, but the greenshirts do respect him. Spends more time with Snake, avoids Jinx, will linger in the vicinity of other Joes if Goody’s there. Bounty Hunter’s protectiveness ebbs a bit; is willing to concede that having Storm to concentrate on might even be a positive thing for Goodnight. Flint and Outlaw protest to Roadblock; they’re just supposed to forget everything he was part of? That he killed their brothers in arms? Roadblock shuts it down - yes, as long as he’s helping ensure no more of their people die, they will forget it. Obvs not the last word.

- Storm’s restriction to base is lifted. Goody takes him out star-watching, just to get some fresh air. Asks if he’s come up with a plan yet. Storm shrugs off the question. This seems to be working out OK for now. And he doesn’t mind the company.

- Goody, Stone, Pathfinder and half a dozen recruits vanish during what’s supposed to be a simple combat exercise. Storm is ready to go full-on murder. An intruder is detected; a Red Ninja. Storm narrowly prevents her from being shot; it’s one of his former students, Nanika. She says that the missing Joes were targets by the Red Ninjas, separate from COBRA; it didn’t take a great leap of logic to figure who Storm’s been hiding with since Robicheaux vanished. It’s a play intended to flush Storm out; unless he’s delivered to them to face punishment for betraying their brotherhood, they’ll kill the prisoners. Whether he surrenders to them willingly or is delivered by the Joes makes no difference.

- Storm’s ready to go kill the lot of them himself. Roadblock reminds him that those are their people too; he’ll have back-up. Snake and Scarlett back that immediately. Nanika says Storm shouldn’t go at all. The Red Ninjas believed in Storm and think he betrayed them. They’ll go to any length to make sure he dies; the moment they have him in their sights, the prisoners become worthless to them anyway. Storm retorts that she’s an idiot if she thinks they’ll see him coming. Jaye says if Nanika can tell them where the prisoners are being held, they could pretend to turn Storm over and create a distraction out front while a stealth team infiltrates and rescues the captives. Flint points out this would also be a great way to get a lot of remaining Joes in one place for an ambush, and funny how it happened after they started letting Storm off leash. Flint meets a wall. Roadblock pulls Storm off - and keeps Flint pinned. Last warning: knock that shit off.

- Nanika and Storm. She tells him Sei Tin leads the Red Ninjas now, and they are loyal to COBRA. (Loyalty is such a fluid thing.) Nanika wants to know why Storm killed one of their own at Fort Sumter. Their common bond was that they had all been rejected by Arashikage for one reason or another, and he stepped away from that. Were they ever anything more than a means to revenge for him? Storm says Jiro died because he stepped between Storm and Zartan; his loyalty was already elsewhere. His pupils all turned on him so quickly, he suspects Zartan was wooing them away under his nose already, either directly or through Sei Tin. They just needed an excuse to turn on him openly. But at least now he knows he was right to keep his plans to himself; if he’d shared them, he’d have been found out at once. Nanika wants to know if he’ll kill her now. Storm shrugs. Not really his call. And it’s probably safer for her to stay here, at any rate. If she comes along, she might have to kill someone she knows. She’s really not a very good ninja.

- The ploy goes off as planned at first - Storm, Roadblock, Jaye, Flint, Outlaw, and Bounty Hunter on frontal assault; Snake, Jinx and Scarlett infiltrating. A trap goes off, things go FUBAR, teams get separated, Storm vanishes. Flint lets his anger convince him Storm set all this up; he sights Storm inside the Red Ninja base, shoots him. Nearly gets his face torn off by Goodnight; Storm was leading captives out.

- Back at the Pit, Flint’s in the dog house. Storm’s in a coma. Goody spends a lot of time just talking to him, letting him know what’s going on, the aftermath of things. Then Storm’s just gone. Goody starts to raise an alarm, but Snake cuts him off. Goody realizes Storm was faking somehow. Snake knew it, expected Storm to bolt.

- Epilogue. Storm shows up at Goody’s trailer in the middle of the night; says he really should think of moving up in the world. Goody points out he tried that, but it didn’t rightly take for either of them. Reaches for Storm, who evades. He’s not here for anything but to let Goody know he’s OK. Goody tries again, this time he’s blocked. A warning. Tells Storm the Joes would be willing to have him back. Flint’s had some rough lessons since they last saw him. Storm doesn’t care. Goody asks him to stay, pushing against the block. Little by little, Storm relents, lets Goody get his arms around him. He’s not staying, it’s dangerous for them both. If things were different, maybe, but they’re not. Goody says he’ll leave a light on for him.

- Storm leaves. Bounty Hunter calls, wants to know if Goody managed to get a tracker on him. Goody did not. He figures Storm will either come back to the fold on his own, or he won’t. And chasing after him guarantees the “won’t”. But it was a temptation.
